Resolution for most things doesn't need to be more than 200 dpi - at least for line work. Don't know much about color.
And yes, the width times height. You can reduce that by whatever percentage you like. The idea would be to do so that the file size comes down from megabytes to kilobytes. You can see all that and make the adjustments from the properties menu in whatever program holds your scans. It won't mess up the quality. if you post at higher resolution than necessary, it's not going to add anything. But, what it can do is make it easy for people to rip off the work - they download a hi res copy of your work and can then recycle it for their purposes. It's harder to do that with a low res copy.
