Weasley tweens at age 12 or 13 years after summer before going to school again. Remember, twins had short hair at first two seies of Harry Potter. I think, they would look more cute being a little shaggy in their childhood (at least I like them with short hair more as adults).

After playing at the street Fred returned home and've seen George just after haircut.
Fred: "Hey, Georgie, what's wrong with you? Did mommy punish you? Or maybe you fell in love, haha, didn't you?"

Molly: "Fred, dear, come to me, please." (menacingly snips in the kitchen)
Fred: "Oh, fuck, no!"
