Looking at F.O.W.L. high command, it feels like it would be the true final enemy that Darkwing Duck and his allies (and some of his former foes) would have to stop. I mean, I'm quite certain that Steelbeak isn't the only highly notable F.O.W.L. agent, since his constant failures to defeat Darkwing Duck would have to result in him getting demoted to lower positions (and maybe even demoted to the point where F.O.W.L. will leave him for dead if he fails another mission).
