I really like the design and the idea. You did a great job with the shading and color schemes as well. And I know that this is just Poke'mon/Fake'mon and it does not necessarily have to make any sort of sense but I do see a design flaw.
In your description you say that Pycerathon uses its "fins" to navigate underground. However with considering to its size, for it to successfully go underground it would have to dig significantly deeper than the average snake. Not to mention with only two fins to speak of, actually using those two fins to push 368.7 pounds worth of rock through compounded dirt almost seems impossible.
What I would suggest is adding layers of fins along his body. And not just on the top, going around the body as well.
If you've ever seen a worm travel through dirt underground you'd get why I'm suggesting this.
AND AGAIN, I know poke'mon doesn't have to be logical. It's just what I would consider looking into.
