Like most people, the Mayor of Haversham County was deeply worried about climate change, the amount of pollution spat out by gas guzzling cars was having an obvious effect on air quality and the health of citizens everywhere. Firm and decisive action was needed and so the Mayor put forth a plan to reduce the amount of cars on the road, but not come across as a complete fascist by criminalising those just trying to get to work. Hard but fair was his campaign motto and he had to live to the expectations he had promised.

So the Mayor decided that anyone convicted of motoring offences, whether it was speeding, not paying insurance or even parking violations, they would be sentenced to one month in the Alternative Transport System where they would be clad in the tightest and shiniest of latex, harnessed and taught how to pull a customer in their little wagon. The days were long and tiring, but an example had to made of wrongdoers and it would also reduce the carbon footprint of Haversham County.

Not to mention that the Mayor had implemented a three strikes system, if you violated traffic laws thrice in the same month then you would be sentenced to being a permanent employee of the Alternative Transport System as the town’s rubber coated ponified personal taxi service.

Here, for example, is Mrs Jane Jarvis who was caught driving at 53mph in a school zone. Once she would merely pay a small fine and carry on life as usual but under this new punishment she has another 23 days to go acting as a pony for the town. The Mayor was confident that once the world saw what a deterrent could actually achieve then this program would be rolled out nationwide as motoring offences were reducing sharply, air pollution was dropping and Haversham County was proving to be a popular place to live once more.
