Tohru Honda, from the ever popular Fruits Basket series.
I saw her in this dress at the end of manga 7 and couldn't help myself. The title was said in that particular manga, too. By Hana-chan when she and Uo-chan dragged poor Kyo and Yuki to 'help' them shop for a bathing suit for Tohru and a debate over what color the bathing suit should be popped up. 
All they really seemed to do was die from embarassment and fight about what color Tohru would look best in.
