One of the Thirteen Galactic Powers. Though as much a colonial empire the rest, the Cancer Hierarchy is notable for holding a preference toward exploration instead of conquest; much of the territory it has acquired was through the establishment of trading posts across the galaxy in uninhabited locations, though that doesn't mean they are unwilling to annex populated areas if they see the need for it. Much of the known galaxy has been mapped out by Cancer expeditions, such that even the Terrans and Leos recognize their accomplishments (and use their recordings for their own ends). In terms of government, the Hierarchy is more or less a traditional monarchy, in which a single ruler (known as an Alii) administrates it, though not without a Legislative Branch (known as the Houlu) to handle the day-to-day. Despite this setup however, there is much infighting within the government and various elites, which make the Cancers more unstable than the other powers, as well as more unpredictable. Even so, it has lasted into the current day without falling into stagnation, though this can be seen as a product of the diligence of the Cancers themselves instead of the efficiency of their government. Only time will tell on how much longer they will last as a Power and a united civilization.
