No, it's not a canned tuna fish mascot, it's another MISCELLANEOUS MISCREANT. We keep scraping the Marvel Universe barrel, and we keep coming up with super goons.
Orka was a member of Warlord Krang's Atlantean army, and while perhaps its strongest soldier, he probably wasn't there the day Neptune was handing out brains. Cuz he dumb.
So dumb he volunteered to be experimented on by mad scientist and creepy fish enthusiast, Dr. Dorcas. Dorcas augmented the already powerful thug into a beast with the power of a killer whale. Which was a real coincidence as his name already meant "whale." Lucky for everyone his name didn't mean "sea cucumber" because I don't want to see that supervillain.
Anyway, Namor kicked this guy's butt, of course, as is his way. Later the evil corporation Roxxon Oil further augmented Orka, making him stronger and able to grow in size. If it weren't for Thor, he might have even killed the Avengers one time. Pretty good for a dimwit in a fish costume, honestly.
And that's about it for this guy. He looks dumb, is dumb, and exists pretty much solely to get punched by superheroes. The perfect super goon, honestly.
