The title panel says, "Featuring...the brother of the cousin of the godson of Panday" in Filipino. Kept the title in Filipino cuz I really like it.
Panday or "Blacksmith" is a popular movie series (and then multiple TV series, including a short-lived series Panday Kids) that relates the saga of a lowly blacksmith who crafts a sword from magical ore that came down from the heavens in the form of a meteorite. He goes off to use said sword to fight the evil forces plaguing the land, eventually vanquishing the evil lord Lizardo. The sword typically is short like a dagger but can lengthen and possesses various other powers.

Strangely enough, that's how the henchmen of Lizardo were dressed. At least that's how I remember they were dressed.
