It showed Papyrus slurping spaghetti...
He's lips were PUCKERED UP...
Which means...papyrus CAN move his "lips" to kiss Metta, he just chooses not to because of Romantic Tension and Anticlimaticity! DX
2- ALSO in a sketch, you showed papyrus unable to lift Mettaton during a dance!

When you gloss over the Papyrus lip movement mystery, and "sans is stronger than Papyrus, even while sans still has low stats" power level inconsistency...
