Haha, actually, what the poor boy fails to realize is that all he really needs to do is just that: ask.
While Yoko may be incapable of seeing him as anything else than a brother, she does love him enough to accommodate him that way if that was really what he needed from her.

Haha well Nightwatcher comes along at a point where Ryuu is getting so wrapped up in his ambitions and stressed out over the turtles that he's failing to notice that Yoko was starting to get lonely and depressed. The high ranking officials of the Foot hate her, and the Purple Dragons don't like her either (in fact, their leader is a woman who fell in love with Ryuu so she tried to assassinate Yoko). So she feels very alone in the team.
When she realized she was in love with Nightwatcher, she tried bringing him up a few times to Ryuu, but it never seemed the right time to do so.
All shit hits the fan when the leader of the Purple Dragons finds out about them and uses this information to destroy the relationship between Yoko and Ryuu.
