Well, I think the main reason why Toby never clarified and said nothing he posts are canon, is 'cuz it's totally up to the fans to what to believe in. But, seriously, does it matter who's older?

Actually, it's I think it's one of those things that are totally up for debate and for the player to decide themselves, similar to the Frisk gender question. People quote Toby Fox's tweet as to what Papyrus might refer to Sans as in Japanese as canon, but people seldom mention the fact that the tweet ends in "What do you think?", suggesting that it is indeed a topic up for debate. That and the fact that Toby Fox himself also said that his tweets weren't canon (unless that tweet wasn't canon either than heCK the world may never know).
