Its kinda hard to follow this wireframe at such small resolution, but iot does need a lot of work...I looked at your render with the partial clothing (latest) and came back to this one to comment.
You especially need to work on your edge looping and topology. Read through this thread over at CGTalk it will help you a LOT: [link]
Overall the female form is one of the most difficult to master in 3d...and you're goign to need to spend a lot of time workign and reworking your edge loops. I'm doing my 2nd attempt at a female form (and its only the uppoer torso, the rest is spider body) and its been met with some difficulty still.

Reduce the polygon count a bit and clean the middle part of torso, Its very sculpture style.
